I strongly agree that this bug in the well known agent is undesirable, but I
know many a designer who is very happy that it works this way.  I've lost
count of the times I've fought and usually lost with one of these people,
telling me, "I don't want the user to change my design, EVERYBODY, Must See
It In 10pt or whatever they chose...."  It can be so frustrating.

While I agree that it is preferable not to use points, the fact 
that a certain well known user agent is unable to resize text 
when it is specified in points is a bug in that user agent. Other 
user agents do not have that bug, and it is clearly not the 
intended behaviour:
