This was a bug that caused a fair amount of trouble during the beta cycle. It was reported in the bug tracker as eradicated but may not have been; especially from the sound of things. The bug only affected upgrade installs as I recall. I certainly caught some sort of jdbc/odbc-killing bug after RC1, which I'm still running on as a result.
