Try the following (assuming you have access to the machine)

Run regedit and browse to the following registry key:

HKEY_LOCAL_MACHINE/SOFTWARE/Allaire/Coldfusion/CurrentVersion/Server 3)

Change the "UseAdminPassword" key to have a value of "0" it instead of
1.

If you don't have direct access you can also upload a cfm page to read
the registry (assuming it cfregistry has not been disabled) and
determine what the current password is.
