Not sure if than approach was intentional, but he should have just done MDAC
first and then the install. Also, it looks as if he didn't shut down the
ODBC services before running the migration. Try doing this to get the ODBC
services properly installed:

1. Run the WEB-INF\cfusion\db\SequeLink Setup\RemoveSequelLink.bat file to
uninstall the services manually.
2. Open the WEB-INF\cfusion\db\adminconfig.xml file and change the 3
setupconfig child tag values to true, Save and close the file.
3. Re-start your CF Admin server and open the MX Administrator to re-run the
setup and migration wizard.
