An oxymoron.

Take a look also as SDSL providers - T-1 Equivalents at lower cost.  There are
even some ADSL providers providing enhanced service very near T-1 speed upload
and OC3 (or faster) download.   There is a whole new animal out there!

Another criteria should be the number of hops from your local loop to the
backbone, and how many access points do they have to the backbone?    Too many
hops will equal latency no matter the provider.
