Sounds like a job for an active-x / java-applet component.  In short, 
there's no way to do it without additional technology involved to my 
knowledge.  I've seen some sites that pop up the download in a pop-up 
window with instructions for the user to click "close" when they're done 
downloading... but, that's annoying.
