Yep, that's (sorta) what it is supposed to do...you have to define the Code Templates in your options first, and then you can call them by typing the keyword and hitting ctrl + j.
You can check it out in CF Studio/HS under: Options -> Settings -> Editor (it's a branch on the tree) -> Code Templates -> Then click Add.. I use code templates/snippets all day long (from SQL commands to cfaborts/traces), and they save me 100s and 100s of keystrokes. I would say they are the schizzle-bizzle!
