I'm not aware of any documentation for RDS outside of whatever internal documentation Macromedia has. Several years ago, I made a feeble attempt to record and analyze RDS traffic, but I got sidetracked and never bothered to go back to it. It's very easy to capture the traffic, of course, using ethereal or any network monitor of choice.
