It is not so hard to find, there are several commercial ones, as well as web services. NIMA runs one that is free, for example: http://www.nima.mil/gns/html/ http://www.allm-geodata.com/ I think the ESRI Arc software suite comes with a database as well, but I don't have a CD handy... Google for "gazetteer" together with some other words, like global, world, file, free, download etc and you'll stumble on something...
