something like (if CurrentWidth * 1.4 GT ResizeToWidth, then blur once. If
CurrentWidth GT ResizeToWidth * 5, then blur twice)
Experiment to tweak.
I've been using JImage with this technique and the photos come out looking
crisp and clean.

It totally destroys the image when you make a thumbnail. I didn't have this
problem before with a different tag that was in C++. You can take a look at
this to see how bad it gets.
