Connection verification failed for data source: test

The root cause was that: java.sql.SQLException: [Macromedia][SQLServer JDBC Driver]Error establishing socket. Connection refused: connect
So I have had to use ODBC socket, which while it works I would like to know why the above mentioned does not work. The ODBC datasource connects the exact same way, but it is able to make a connection.
