defaulttemplates for CF studio

Someone told me before but I can't locate them... where are the default
templates in CF Studio stored (what directory)?

I need to change
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

to

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN"
"http://www.w3.org/TR/html4/strict.dtd">
