Then, delete all files in the C:/CFusionMX/wwwroot/WEB-INF/cfclasses/
directory.

I can't tell you why it happens, but I can report that I've seen the exact
same problem. I posted here awhile back, and submitted a bug report to
Macromedia, but so far there's been no resolution.
