That would depend on the complexity of the requirements (especially
interfaces to other systems/components), the dependencies on other projects,
the anticipated extent of requirements change, the number of project
milestones, the projected timescale, the number of developers involved and
their degree of incompetence. Bearing in mind that, if you're like me, you
will have underestimated most of these.
