just like in my homesite+ now, I have re-assigned
ctrl+shift+/ to give me a cf comment <!--- stuff here --->
and I want to do the same in dwmx
and ctrl + shift + ' is what I use for wrapping with #'s
can this be done in DWMX?

You can't do shortcuts for snippets in DWMX, though you can in '04. At the
bottom of hte edit menu, there is an item for editing the shortcuts you can
edit.
