In CFMX 6.1 I believe the behavior is more robust. I do know for sure that
you can have 'backup' mail servers designated so that if the first one
fails, CFMX attempts to send through the second one.

  One of my pet peeves with CF is that it doesn't try more than once to
  send things... if the connection fails to the remote mail server, it
  goes undeliverable and CF never looks at it again.

  This happens to me from time to time... I've got CF and qmail on the
  same server, and I use localhost as the SMTP gateway... occassionally
  though when traffic is high, the connection to the mail server is
  refused because it has attained the maximum # of connections already.

  I've been tempted to write a scheduled task to just automatically move
  stuff from the undelivr folder back into the spool folder once an hour,
  but I'm too lazy =)
