ISP friendly e-subscriber list

What kinda of capacity can cfmail handle? 3000 messages or 20,000 and what should I be thinking about to send out email to a large optin e-subscriber list.   I looking for some suggesting not just in terms of cfmx capacity but also in terms of reducing the load on my ISP.
