On Windoze 2000, your code works fine in both IE6 and Netscape 7.x (7.1, I think).
When you say "active", do you mean when you click on the link (the image), the image changes back to the original? Because I don't see this; the second - mouseOver - image is retained.
Can you clarify?
If it's a browser issue (say, you're having this issue in Safari), try adding another event handler - an onClick handler - to the HREF tag.
