gets content in a certain language and when accessing the general CFC
(cached in the application var) that var is passed in.

my first thought is "not much really" but the 2nd approach requires a bit
more management. the session scope stuff would normally pull common
resources from the app scope. i've used both approaches but sort of prefer
the session scope.
