I have no idea how you'd find out the driver version, other than poking
around at the various DLLs in your \cfusion\bin directory. I don't think
there are any updates available from Macromedia for those drivers.

This doesn't sound like a CF problem at all - maybe it's a problem with the
underlying network? You might try installing a newer version of the Oracle
client, which is used by CF's native drivers.
