Flash Remoting is actually a server technology.  There is some client code necessary to enable the magic, but the only real requirement is that you have a server with Flash Remoting support.  If you're running CFMX, then you can do remoting out-of-the-box.

If you get an error that the file could not be found, you simply need to download the file from Macromedia's website:
http://www.macromedia.com/software/flashremoting/downloads/components/
