I actually *just* got off the phone a couple days ago about this very topic.

I had installed Dreamweaver on a machine here at work and wanted to transfer
the license, and was on the phone with Macromedia technical/licensing
support about de-activating my license and transferring the copy to a newer
machine, and was informed that the activation covers *two* instances for
that very purpose. I made sure and *specifically* asked if this meant that I
could take a copy of Studio MX 2004 to my home machine and activate a
license there, and she answered that indeed, that's what it was for. You're
allowed to activate a license on your work machine AND activate a license on
a home machine as well.
