Programmatically add/remove ip addresses for debugging?

Is there a way through a factory or something to be able to add/remove
ip addresses for debugging?  My connection to my server has a dynamic ip
but I want to be able to change my ip for debugging without having to go
through the administrator.  Any ideas?
