It comes with SQL server Desktop addition and SQL Server Client tools on the
SQL Server Install Disk. I don't know about it being free. And either way
you still need a CAL to access the server.

I've looked on the MS site and can't find it as a download. It looks as if

with the free versions of SQL. I think I got my first copy out of the back
of an SQL book that came with a CD.
