I had a similar problem, and asked the tag author for help. The solution was that the .exe file that comes in the ZIP of the tag is an installation program, and not the actual executable that will be used. I ran the exe on the server, which installs HTMLDoc. Providing the path to that exe file made it work, and the PDFs are produced very nicely. It looks like an extremely useful program, much easier to use than others I've looked at and certainly much less expensive!
