Use full paths, either a fully qualified outputfile attribute or
none at all and play with double quotes because you have spaces
in your paths. Probably something like:

arguments="""C:\mas\371 mas\mas90\home\launcher\sota.ini""
""C:\mas\371 mas\mas90\home\soa\mas90"" ""C:\mas\371
