1) log each login attempt and IP address if NOT successful
2) each time you log such an event check to see the current failed log attempt count for that IP
3) If 4 or more then warn them and add IP to the blocked IP list (use this list in application.cfm to re-direct blocked users)
Should be pretty simple

After 5 unsuccesful tries you get the message Blocked, too many attempts and your IP will be blocked for 5 minutes.
Trying it again before the 5 minutes are over, will only start the time again.
