Not necessarily. After all, both Userland Radio and Amphetadesk are desktop tools that do essentially the same thing... they launch HTTP servers and scripting languages (Frontier and Perl, respectively) and do all the UI work in HTML.
So there's some successful precedent for this sort of thing.
