Access creates resource files with an .LBX extension. They persist, and
prevent the updates from showing, especially if you're using FTP to upload
the new version of the .MBX to the server. See if you can delete the .LBX
file. If not, something is holding it open. Close any browser windows
that are using the app, and wait a few minutes. Sometimes that will do
it. If not, you may have to stop the CF service, delete the .LBX file,
then restart CF.
