Just as a point of reference, RichPalette is currently planning to release
three different editions of He3.  There will be a Free edition and a
Standard edition and we have begun building a feature list for a
Professional edition.
I'm confident that, at the least, the basic needs of the CFML developer can
be met by the Free edition.  Certainly it is our intent to encourage people
to purchase one of the commercial editions - everyone has to pay their bills
after all - but we're happy to do so through a value proposition, not
because it is our only model.
There have been a number of new features that emerged out of our discussions
lately and we haven't yet determined to which edition each will go.  As we
get closer to the launch date (after the beta release), we will release a
feature matrix to help people evaluate the product against their needs.

A beta yes.
The final version will be pay-for-comercial-use, iirc, unlike CFEclipse
which
is free - but may end up having less features.
