The problem was that my local development CF server did not have permission to the Oracle database server in question. So by changing the CF services on my local box to log on as a user that had the proper permission solved this problem. Unfortunately it opened another one, this user did not have the proper permissions to the necessary resources on my local machine. I was getting an error "Variable THISDATASOURCE is undefined." whenever I tied to add or edit a new ODBC socket data source. I found hints to solving this problem in this [http://www.macromedia.com/support/coldfusion/ts/documents/odbc_ds_undefined.htm] and it's related technotes.
Now everything seems to be up and running so I can get back to code generation.
