All I can give you is a starting point, but it should be workable...

If you look into the various downloadable encoding tools from MS'
site, one of the encoders has a COM interface that you can use to do
encoding of files.  I don't see any reason why that COM object
couldn't be driven w/ CFOBJECT, but I haven't looked all *that* far
into it.

Check out the various tools from MS, and read the docs; and you
should be able to get the COM documentation.

I was looking into this at one point for my own site, but the demand
for video is so small that it's easier to encode stuff by hand.
