Well, you'd only not do the address part of the clause if they didn't put in an address.
Basically, if they don't put in an address, you have two options:
1) Get every matching record, regardless of address
2) Get every matching record where the address is an empty string.
My code assumes you'd want #1. Usually, when people leave a field blank, they're not looking for records where that field is blank in the database.
