If it is a standard, then it is the responsability of the sending server to conform to it.
I had a spam filter on my server which eliminates messages not having a ID header.
But I had to deactivate it, because legitimate messages were coming from servers
which do not generate ID headers, although an ID header is mandatory according
to RFCs. Really a pain.
