-fire off a SP to create a new EMPTY DB for the new user
-fire off DTS to import the blank tables from your dummy DB into the newly created DB for the user
I would think the SP to create an empty DB would be failry straight forward....not sure how you fire off DTS to do the import...but I'm sure I've seen that question asked and answerd on this list a few times.

Subject: Copying an MSSQL 2000 database
I have an application where each user gets a copy of a database. Right now, we're creating the database and tables in a fairly lengthy template and, every time we add a table or column, we have to modify the template. What I'd really like to do is have a standard database with all the tables, indexes, etc. but no data and then use that database as a template for creating a new user database.
Is there an easy way to do this?
Thanks,
