The definition of blog is based on its use. If you use a CMS to create a
web diary, then it's being used to make a blog. The blog is the finished
product, not the tools used to create it. The tools used to create a blog
are blogging tools.
Shovels, hoes and trowels aren't gardens. They're gardening tools. But
they could also be used for other purposes.
