You can run CFExecute and create a batch file that modifies the security of the folder. The batch file will contain the Net Share command. For more information open a command window and type in Net Share ?
Hope that helps.

I could be wrong here, I know you can change the permissions, but I am not
sure that you can set it up as a share. I looking forward to see what
others post.

Subject: Create Windows Folder / Share?
I have a case where I need to be able to programmatically create a new
Windows
folder (cfdirectory), but then be able to alter the permissions and setup
that
folder as a NT share. Can anybody give me some direction on how to go
about
the last 2 in a Windows 2003 environment using ColdFusion?
Thanks
