It's a best practice to disable RDS on production servers for obvious
reasons. I've never heard anything about disabling it in multiple-instance
configurations beyond that, though. You can run RDS on each instance, and in
fact, that's the default I think.
However, you can't install ODBC services for additional instances beyond the
first installed. That might be what you're thinking of.
