not quite sure how you're acessing your db. if its via cf then you
should also include:
in application.cfm
<cfcontent type="text/html; charset=iso-8859-1"> (if your host allows)
<cfset setEncoding("form","iso-8859-1")>
<cfset setEncoding("url","iso-8859-1")>
at the top of each page:
<cfprocessingdirective pageencoding="iso-8859-1">
