This seems to be working best:

1. To display data in the form:

<cfset quote ='"'>
<input value="#Replace(AOS_145OP.MOD_DESC,QUOTE,"&quot;","ALL")#">

Using this will correctly display either of these values in the database:
"32" (12"-32" adjustable)
  - or -
32&quot; (12&quot;-32&quot; adjustable)


2. Updating the database (multiple rows)

<cfif #evaluate("MOD_DESC_#myIDX#")# NEQ ''>
  MOD_DESC =
    <cfqueryparam
     cfsqltype="CF_SQL_VARCHAR"
     value="#evaluate("MOD_DESC_#myIDX#")#">,
<cfelse> NULL </cfif>



Unless somebody has a better more compact way to do that, this is what 
I'm going with...
