That's how Nagios is set up here. It is piggybagged on another server which runs for something else on a system at a distance of 1 router and 3 switches of the servers: http://spike.oli.tudelft.nl/jochemd/tools/statusmap.png I don't run it, I just get alerts when something is wrong :-) The nice thing is that it does not just monitor servers, it monitors the network itself and also individual services on the servers (you can get a CF-down notification without a server-down notification). While there are many alternatives for Unix (Big Brother, Big Sister, Little Brother etc.), I don't know of any for Win2003.
