My guess is that CF isn't writing the appropriate changes to the XML file that contains this information. I suspect that file is neo-debug.xml, which is in your CFMX server's "lib" directory (\cfusionmx\lib or \jrun4\servers\cfusion\cfusion-ear\cfusion-war\WEB-INF\cfusion\lib). Perhaps the file has been set to read-only, or perhaps CF doesn't have permission to write to that file.
