You may customize this at two different levels. First of all, the Tag Library (Edit > Tag Libraries). This is very easy since DW has a dedicated GUI for the job (an hidden jewel in my opinion). If you want to modify the behavior of the Tag Editors instead you have to dig at least a bit inside DW's API and JavaScript.
