I've never done it myself but there are a few things I can contribute to
a conversation about IDX.

#1 - every MLS in the country is different with their rules for use
      of IDX data.

#2 - every MLS in the country is different with their method of
      distributing IDX data.

That being said... around here, the data is (or used to be) provided in
a simple format (like CSV or something, but not XML). The data is
retrieved on a regular basis via an automated FTP job, then parsed on
your end and dumped into a database of your own choosing.

Our local MLS won't allow realtors to publish MLS listings from IDX data
- only brokers can do it, and realtors may only frame their brokers IDX
search engine.

If you are lucky, you can use a third party provider, such as
ListingWare (www.listingware.com)... they've done all the work, they
host it, and they let you frame it.. for a monthly fee. It's actually a
pretty nice setup, as long as they've got a partnership with the MLS in
question. Your client pays only a monthly fee to Listingware.

They list their service areas here:

The listingware application is written in CFML too =)
