Turns out that I can. Looking further it seems the ftp server sent back a confirmation from their IP but not on port 21 so the firewall deemed it an attack and blocked traffic from them so our connections were dropping.

Are you sure you can resolve the hostname from the server console? You might try using a command-line ftp client to see what happens.
