Here are some plugins I use aside from the obvious one (which does
html quite well) ;-D

Tail log viewer http://graysky.sourceforge.net/
JSEdior http://jseditor.sourceforge.net/
CSSEditor http://csseditor.sourceforge.net/
DBStuff http://quantum.sourceforge.net/
RegExp Tester http://brosinski.com/stephan/archives/000028.php
XMLBuddy http://xmlbuddy.com/
PHPEclipse http://www.phpeclipse.de/tiki-view_articles.php
C# http://www.improve-technologies.com/alpha/esharp/
C++ http://www.eclipse.org/cdt/

This project is supposed to be the end all be all of front end web stuff:
http://sourceforge.net/projects/wdte/

there is nothing to pre built yet, but if you check it out from cvs
and build it yourself, you'll see they are making some pretty good
headway

I don't know of any wysiwyg html's for eclipse though
