Yes, I've been doing this for quite a while...with BlueDragon. I do this with 
Tracking Tools and CFCDoc (http://philcruz.com/cfcdoc) I actually embed the 
J2EE server and database so it is a zero-configuration install.  Just download 
the package, unzip and double-click to run.  See what one of my customers had

New Atlanta has a very good OEM/partner program such that you can deploy apps 
without requiring the end user to have a CFML server license.  MM does not 
currently have an analogous program (so your end user would have to purchase 
CFMX). A few of us have made it known to MM that we would like to see a similar 
program.  If you are interested in this I suggest you go to the "wish" form and 
vote for it.
