MSDE will allow you to run your database but does not provide the GUI tools to manage the datbase. This means you have to do your administration through the command-line tools or through coding in your CF app.
Microsoft offers a version of SQL Server 2000 for developers. The cost is $49.95/developer and provides the GUI tools to administer the database. You can use this version to develop and test your applications.
