Flash Lite does indeed work on PocketPC. It's pretty sweet, but PocketPCs aren't really cellphones. For cellphone development you want to take a long hard look at J2ME. It seems to be the defacto language for ubiquitous cellphone apps. Sun has some great stuff on their site.
