Depends on what version you're running. If you're using 6, 6.1 you can use the archives and deployment functionality.
It will create a file with the areas of the admin your specifiy in, so DSN's, debugging, sandboxing and then you can simply apply to your new server. Be careful with anything that relates to the physical location of things, ie JVM, directory mappings otherwise you could create yourself issues.
